Universal Theme Park in Bedford Moves a Step Closer After Government Approval

Plans for Europe’s first Universal-branded theme park and resort in Bedford have taken a major step forward after the Government granted planning permission through a Special Development Order (SDO).

The approval brings the long-anticipated Universal Destinations & Experiences project significantly closer to reality, following several years of collaboration between Universal, Bedford Borough councillors and council officers.

The development is expected to deliver an estimated £50 billion economic benefit to the UK economy and create around 20,000 jobs during the construction phase alone, with thousands more permanent roles once the resort opens.

Mayor of Bedford Borough, Tom Wootton, described the decision as a defining moment for the area.

“This is one of the proudest moments of my political life,” he said. “I’d love to take all the credit for this – but I can’t. This is the result of so much hard work by so many people. It will have a huge, positive impact on countless lives, even when I’m long forgotten. This is a huge vote of confidence in Bedford and Kempston, in the borough and the wider region. This is the perfect place for this investment — well connected, full of talent, and ready to grow. I’ll work with Universal night and day to ensure our partnership continues to bloom.”

A Special Development Order is a type of planning permission granted directly by the Ministry of Housing, Communities and Local Government, rather than by a local council, and is reserved for nationally significant schemes.

While further planning stages still need to be completed, today’s announcement marks a key milestone in the project’s progression.

Bedford Borough Council chief executive Laura Church said the development would transform the local economy and establish Bedford as an international destination.

“This truly puts Bedford on the map as a global destination for tourism, creativity and innovation for generations to come,” she said.

“It begins with tens of thousands of construction jobs, followed by many more roles when the park opens. The millions of visitors expected each year will create opportunities across hospitality, retail, technology and beyond.”

She added that Universal is expected to become one of the largest employers in the region, with around 80 per cent of staff likely to come from Bedford, Central Bedfordshire, Luton and even St Neots and the surrounding villages.

“Universal want to work with our residents and our businesses,” she said. “This is an opportunity that will be felt right across our communities.”
