Bus Summit Marks Step Toward Franchising Across Cambridgeshire and Peterborough

A national group of bus operators gathered in Peterborough on Thursday (6 November) for a Bus Summit aimed at progressing plans to introduce bus franchising across Cambridgeshire and Peterborough — a development that could have a significant impact on communities including St Neots and the surrounding villages.

Convened by Mayor Paul Bristow and chaired by transport expert Leon Daniels OBE, the summit marked the beginning of an independent review into how franchising could be introduced across the region. Daniels, who is leading the review, will help shape a clear and deliverable plan designed to improve services for both rural and urban areas.

Representatives from bus companies and community transport providers outlined the current challenges of operating in the county, discussed the pressures facing local services, and shared experiences of franchising models in other regions.

Improving connectivity is a key priority of the Cambridgeshire and Peterborough Combined Authority’s Local Growth Plan, which identifies transport as essential for supporting access to employment, education and housing.

For residents in St Neots — where links to surrounding towns and villages are often limited — the proposals could bring wider coverage and more reliable services.

Under a franchising system, the Combined Authority would determine routes, fares and service frequency before inviting operators to bid for contracts. Supporters say the model could improve standards and provide more consistent service levels, particularly in rural communities across Huntingdonshire.

The review is expected to deliver recommendations early next year.

“Growing up here, I relied on buses. I know how important they are, which is why it’s so important to me that we get franchising right and make it affordable and deliverable. I want a model that fits our mix of rural and urban areas. The Bus Summit allowed us to hear from the people who know most about the challenges involved – bus and community transport operators. It was also a promise delivered. I was delighted so many attended, shared their ideas and want to help us get Cambridgeshire and Peterborough moving.”

Leon Daniels OBE added: “The Combined Authority has a bold vision for the future of bus transport. If done right, bus franchising will support local growth and deliver sustained prosperity for the region. The summit marks a key moment in the independent review I am currently chairing. Collaborating with those operating in the bus sector will ensure we can identify a way forward that works for everyone.”
